தமிழ் நாளித்ழ்கள் முன்னிலைப் படுத்தும் செய்திகளுக்கும், ஆங்கில நாளிதழ்கள் முன்னிலைப்படுத்தும் செய்திகளுக்கும் இடையில் நிறைய வேற்றுமைகள் உள்ளதை இந்த ஆய்வில் கண்டுணர முடிந்தது.
தமிழ் நாளிதழ்களில் பணியாற்றும் செய்தியாளர்களின் தகுதிக்கும், ஆங்கில நாளிதழ் செய்தியாளர்களின் தகுதிக்கும் இடையில் வேறுபாடு உள்ளதா? தரப்படும் சம்பளம் தரத்தினைப்பாதிக்கின்றதா ? இதில் பாதிக்கப் படுவது தமிழ் இதழியலும், தமிழ் வாசகர் கூட்டமும் தான்.

There is nothing wrong in a coalition government: Karunanidhi

In conceding a sizeable chunk of seats to his prime ally, the Congress, chief minister DMK president M Karunanidhi had given enough indication that his earlier inflexible stand on coalitions is all set to change. In an exclusive interview to Karthick S, the DMK veteran made it clear that he had nothing against a coalition government if the DMK-Congress combine returned to power. "There is nothing wrong in a coalition government," he asserted. Karunanidhi also indicated in clear, unambiguous terms that if the poll outcome threw up a favourable verdict for the DMK-led alliance, he himself would head the government. Despite his hectic campaign schedule criss-crossing the state, confined to a wheelchair and virtually living in a specially-designed campaign vehicle for more than two weeks, Karunanidhi replied to several questions for about half-an-hour on various issues, including the much reported succession war between his sons MK Stalin and MK Alagiri and opposition taunts about corruption, dynastic politics, the Election Commission's crackdown and the 2G spectrum scam.
Q: You have been indicating that Tamil Nadu is heading for a coalition government. Will the next one be a coalition government?
A: There is nothing wrong in a coalition government. It will depend on the prevailing situation. The objective of forming our front is to provide good governance to the people. In the event of any party (read the DMK) in our alliance failing to get a majority, forming a coalition government is the only fair solution.
Q: There is a feeling that this might be the last assembly election you are contesting. But late Jyoti Basu showed that 87 is not too old. Do you see yourself serving another full term as Tamil Nadu chief minister and contesting for another term in 2016?
A: If the DMK retains power and the party elects me, I will serve as chief minister for the next five years.
Q: What will be your first order if you are elected chief minister?
A: I am not able to say anything now.
Q: Will Stalin's political growth be hampered by the power struggle between him and his elder brother MK Alagiri?
A: There cannot be any problem between them. It is the imagination of mischief mongers.
Q: Political observers feel there could be a post-poll realignment of parties. Do you foresee such an eventuality?
A: I do not feel so.
Q: What is your reaction to CEC SY Quraishi's observation that conducting elections in Tamil Nadu is a challenging job?
A: Right from the beginning, he has been taking a confrontationist stand. He is trying to show off his authority by suppressing existing electoral practices. Can't a chief minister stay in a public works department guest house? Now don't you realise who is challenging whom?
Q: Senior DMK leaders had taken objection to the CBI questioning your family members in the 2G spectrum scam. What is your view?
A: Since a section of the media had linked my family members to the scam, I thought it fit to have a CBI inquiry to clear the doubts in the minds of the people that it was false propaganda.
Q: Did the CBI raids and questioning of your family members (wife Dayalu Ammal and daughter Kanimozhi) upset you?
A: It did not worry me.
Q: Do you think overemphasis on the welfare schemes in the campaign could help you retain power?
A: In the recent polls in Bihar, people had voted for the government's performance and achievements. Gratitude is the virtue of Tamil people. People will not ignore our government's achievements.
Q: Neither Sonia Gandhi nor Rahul Gandhi attacked the AIADMK in their speeches during the campaign &. Cutting short the query, Karunanidhi said, "It shows their culture."
Q: Is there any reason for both you and deputy chief minister MK Stalin skipping Prime Minister Manmohan Singh's election meeting in Coimbatore?
A: We have to cover the entire state and our campaign tours were scheduled quite early. Since Prime Minister's programme was made known very late, we could not reschedule our programmes to make it to his meeting.
Q: You had said at a press briefing in Madurai that the outcome of Tamil Nadu assembly polls will create reverberations at the Centre. What did you mean?
A: You will come to know when it happens.
Q: Pre-poll survey results show that conceding 63 seats to the Congress has put your alliance in a tight spot. What is your view?
A: The survey findings could be right, but I have nothing to comment.
Q: The DMK's relationship with the Congress had almost snapped during seat sharing talks&..
A: It is not true. It is natural to have differences of opinion during talks. It has even led to breaking of ties and later re-bonding in many states. Our ties with the Congress never snapped.
Q: You were liberal with the allies in seat-sharing talks. Was the DMK forced to do so?
A: I don't yield to pressures. I take decisions based on prevailing situations.
Q: Is the festivity low in the present elections compared to the previous ones?
A: There is no dearth of festivity in the present elections. At Villupuram we drew unprecedented crowd.
Q: How do you view politicians belonging to the opposition and your party, especially actor Vadivelu, indulging in personal attacks in the campaign?
A: I am always against character assassination. It is (AIADMK leader) Jayalalithaa who does that. She charges me with promoting family politics and stealing a free ride in the train.
Q: Jayalalithaa has charged that the DMK government's welfare schemes were tailor-made to promote the business interests of your family members&
A: People know for sure how much truth there is in her allegations. Has chief minister's family alone benefitted from the welfare schemes? I know that several lakh families have benefitted from each of our schemes. I have a successful career as a movie script writer, but the earnings from that goes for charitable purposes and betterment of the poor and not to my family members.
Q: What is your message to the voters?
A: We are serving the Tamil people. If we are given another chance, we will continue to serve. Even otherwise, there will not be any let up in our efforts because we believe our duty is to serve people.
Q: One of the main strengths of your party has been its eloquent speakers. Is there any dearth of such speakers now? Or else, how can you explain your overdependence on film personalities?
A: It is a wrong notion. It is our speakers who promote party's growth even today.

Citizen manifesto asks for fee-less schools in return for votes

 

CHENNAI: Activists demanded that free and quality education and healthcare be made the right of every citizen on Thursday. Releasing the citizen manifesto, members of the State Platform for Common School Syllabus (SPCSS) declared that people would vote for the party that includes these demands in their election manifesto and has the political will to implement it.

The manifesto demanded free, compulsory and quality education for all from kindergarten to postgraduation. The SPCSS called for feeless' schools as recommended by the Kothari Commission, but till that goal is achieved it demanded that the party that wins the election prohibit the commercialisation of education. The manifesto suggested that fees of all students studying in the schools of an educational district be collected through a bank and then transferred to the accounts of the respective school. Teacher salaries should also be transferred in this manner. "This will reduce the interaction of the parents with the schools and prevent conflicts," the manifesto said.

When the government made public the fee structures of individual schools as determined by the fee committee, parents told schools saying that they would only pay this fees and not the amounts asked by school managements. But now with the academic year coming to a close, some schools are coercing parents into paying the fee demanded by them by threatening that they will not allow their children to write the annual exam. "Parents will vote for the political party that assures them that it would implement the recommendations of the fee committee," said S Arumainathan, president, Tamil Nadu Federation of Students-Parents Welfare Associations.

"It is our Constitutional right to not just have an animal survival, but to live life with dignity. To live a life of dignity and to improve their lifestyle people should be able to spend on things like visiting historical places with the family, acquiring knowledge by purchasing books and having a library. But today a person with earning capacity is gauged by the amount of money he is able to spend on quality education and healthcare, both of which should be provided free of cost by the government," said general secretary of the SPCSS Prince Gajendra Babu.

Farmers' associations come out with a model election manifesto

 Freebies promised, achievements or the absence thereof or political rhetoric have thus far dominated the election campaign. Core agriculture issues that are not only of interest to farmers but also to lakhs of voters, who are consumers of agriculture products, have not gained the prominence they deserve.

The election manifestoes of the two leading parties – the Dravida Munnetra Kazhagam and the All India Anna Dravida Munnetra Kazhagam – have not much to say on agriculture, says Tamil Nadu Vivasayigal Sangham (non-political organisation) leader in Coimbatore Vazhukkuparai Balu. And whatever is there has more to do with subsidy, post-harvest management, loan waiver, etc.

The DMK's manifesto says if the party is voted to power, it will open farm service centres at primary agriculture cooperative banks, lend farm equipment at a reasonable rate, offer interest-free loan for capital expenditure in agriculture, open consumer markets in urban areas to bring about direct sale of agriculture products and introduce green vehicle services to sell farm produce at a reasonable price.

It also says that the party will fix procurement price keeping in mind the production cost, encourage establishment of food processing zones by offering tax holidays, extend freebies to farmers cultivating coconut and horticulture crops and increase drip irrigation subsidy from 65 per cent to 90 per cent. Perhaps the most important announcements from the DMK are that it will ban genetically modified crops in the State and establish a separate department for promoting organic farming.

AIADMK

The AIADMK manifesto promises that the party will strive to boost rice production from 8.6 million tonnes to 13.45 million tonnes, bring about micro irrigation on 30,000 ha, and increase sugarcane production from 475.5 tonnes to 1,000 tonnes by extending sugarcane cultivation to over one lakh ha.

The party also talks about increasing milk production and restructuring milk farms. Farmers say the political parties do not really understand their needs and any manifesto they prepare will not reflect the reality. It is more to win votes than address agricultural issues.

Mr. Balu says the political parties are more or less silent on desilting ponds, removing encroachments from irrigation canals and protecting native cattle species. He says Gujarat government has managed its water resources in such a manner that the state does not suffer from either floods or drought. Other farmers only agree with him.

Referring to the frequent floods during monsoon in delta districts, the farmers say that if only the irrigation canals have been desilted and removed of encroachments, those farmers will not suffer.

They say that no party is keen on spending on improving or maintaining agriculture infrastructure. Only if that is done, will the production improve. And only if the production improves the investments in cold storage or other post-harvest facilities will gain meaning.

The farmers also want the political parties to concentrate on increasing the area under millets, minor-millets, and native varieties of crops.

To voice their demands, the Confederation of Farmers' Associations of Tamil Nadu has come out with a model election manifesto.

Its demands include ban on import of agriculture products that are cultivated in the country, nationalisation of rivers, pollution control, fair procurement price, complete waiver of all agriculture loans, beneficial farm insurance scheme, efforts to protect nature, special agriculture zones, protection of native cattle breed, ban on sand quarrying to protect rivers and promotion of alternative energy to protect environment.

Kaduvetti Guru, BJP man have most cases against them

CHENNAI: From attempt to murder and kidnapping to robbery and damaging public property, there's not much Tamil Nadu's candidates have not been accused of. A look at the affidavits filed along with the nominations shows that BJP's M Muruganandam and PMK's Kaduvetti' J Guru top the list with each of them having nine cases pending against them.

Most candidates have cases against them for infringements such as taking part in protests and damaging public property. But there are more serious offences too such as attempt to murder and outraging the modesty of women. Though the law does not prevent those with criminal cases against them from contesting, the parties have been highlighting these issues.

Muruganandam, who is contesting from Nagapattinam, has around six attempt to murder cases filed against him. A real estate agent in Nagapattinam, he is also accused in a case under the Indian Arms Act. According to the affidavit, he has nine cases pending against him and has been acquitted in one case. Muruganandam's wife is a village administrative officer. Three of the BJP's candidates figure among those with the highest number of criminal cases. The BJP, which has minimal presence in the state, is contesting 194 seats. Most of the cases filed against the candidates include attempt to murder, kidnapping and robbery and outraging modesty of women.Kaduvetti J Guru, the PMK candidate from Jayamkondam, is not new to controversy. His speech against the DMK led to the break-up of the DMK-PMK alliance before the 2009 Lok Sabha elections. Most of the nine cases registered against Guru are in and around Ariyalur district with one case in Chennai. Most of the cases relate to attempt to murder, damage to public property and delivering speeches that incite hatred.

"No court has convicted me so far. Several cases can be filed against me but the people, my conscience and God know whether I am a criminal or not," Guru said.The DMK's NKKP Raja lost his ministership after he was arrested following his alleged involvement in a property dispute in Erode. He has eight cases pending against him, including one relating to outraging a woman's modesty. The property dispute case is pending in the Madras high court. The DMK suspended Raja and later reinstated him as district secretary. He is now contesting from Anthiyur in Erode district. National Election Watch, an NGO, says that the PMK is the party with the most number of candidates with criminal backgrounds. Nearly 50% of the candidates of the VCK, a DMK ally contesting 10 constituencies, have criminal backgrounds. The AIADMK has fielded more candidates with criminal backgrounds than the DMK. Former Tamil Nadu chief electoral officer Naresh Gupta said, "The Election Commission cannot bar a candidate from contesting if he or she has not been convicted by a court of law. That is why the affidavit has specific columns asking for details about the cases pending against the candidate. NGOs are also enlightening the public by conducting workshops and posting details about the cases pending against various candidates on the internet. It is now for the people to judge and elect their representatives."

MADURAI'S BRAVEHEARTS
CHENNAI: They are the troubleshooters of the Election Commission in Madurai district which first gained infamy as the epicenter' of money distribution during an assembly by-election two years ago.
Zeroing in on this district in the light of the unbridled disbursement of cash for votes in the January 2009 assembly by-election in Thirumangalam, about 30 km from Madurai city, the EV shuffled top officials last month after the poll notification. That the district is a bastion of Union chemicals minister M K Alagiri, made no difference. A new Collector, city police commissioner and rural superintendent of police were appointed in place of men believed to have been handpicked by the DMK strongman.
U Sagayam inducted into the IAS in 2001 from the Tamil Nadu civil service, assumed charge as the district collector on March 22. The same day Asra Garg, a young IPS officer of the 2004 batch, took over the post of Superintendent of Police for the rural segment of Madurai district. Just a day prior to that, P Kannapan, a former inspector general of the state police academy and CBI anti-corruption bureau operative, came in as the new Madurai city police commissioner.
Since then, they have been in the news for hitting out strongly against the money mafia, bringing down the distribution of money for electioneering by at least 70% in the district, sources told TOI.
Not surprisingly, point out the sources, these upright officials have been giving sleepless nights to the DMK functionaries. Chief minister M Karunanidhi fired the first salvo attacking state chief electoral officer Praveen Kumar for the stringent electoral restrictions. This was soon followed by a tirade from Alagiri, who has been critical of the top cops, Kanappan and Garg.
With curbs hitting them hard, the DMK functionaries tried to burn an effigy of the collector was sought to be burnt in Melur assembly constituency last Wednesday. On Friday, Melur Tahsildar M Kalimuthu was assaulted by Alagiri aides after he was confronted by the minister for videographing his meeting with village leaders inside a temple in the locality. Garg ensured an FIR was registered against Alagiri as well as three of his associates in the case.
Sending out clear a signal that it would not be intimidated, the EC on Saturday ordered the transfer of RDO S Suhumaran, after he complained that Sagayam was pressurising him to file a false case' against Alagiri.
Citizens and human rights groups have been emboldened to approach the three officials to express support for their initiatives and their central message to voters not to accept cash bribes for their votes.

Poll violations touch a new high in TN

CHENNAI: 46,892 and still counting. That is the number of poll-related violations registered by the Election Commission (EC) ever since it started strictly implementing the model code of conduct since early March in Tamil Nadu. The number of cases is perhaps the largest ever to have been registered by the EC in the run-up to an assembly election, say observers.
Apart from taking action on the cases registered, the EC has acted on 1,132 more instances of violation, taking the total tally to 50,024. "EC's teams that are looking into poll violations have directly taken action against the violators," said an official. 
Chennai, which leads the tally with 10,615 cases, is followed by neighbouring Kanchipuram (8,725 cases) and Cuddalore (7,203 cases). Virudhunagar has reported the least number of cases, 44, followed by Ariyalur (49).
Most of the cases registered relate to the Prevention of Damage and Defacement to Public Property Act. "Out of the 46,892 cases, 45,431 are instances of defacement of public property," he said. More than 200 cases were registered against those who tried to induce voters or distributed cash, liquor and other items. Other charges include misuse of vehicles, places of worship and organising unauthorised meetings.
Most cases of violations related to distribution of cash and liquor were reported from Tirunelveli (36), followed by Madurai (20). In Chennai 16 cases were booked in this category. There have been no such cases from Tiruvannamalai, Villupuram, Salem, Karur, Perambalur, Ariyalur and Tirupur districts.
Interestingly, the commission has taken action in 2,268 cases in Krishnagiri district, all related to misuse of vehicles. Perambalur comes next with only 66 such cases.
Chief minister M Karunanidhi's constituency Tiruvarur is the only district where cases have been filed for defacement of property, misuse of vehicle and places of worship, illegal meeting and inducing voters with cash and other gifts.

தமிழ் நாட்டு அரசில், உணவு அமைச்சராக உள்ள எ வ வேலு என்ற அமைச்சர் கடந்த ஐந்து ஆண்டுகளில் தனது சொத்தை 780 மடங்கு அதிகப் படுத்தியிருக்கின்றார், என்ற தகவலை, அவர் தாக்கல் செய்த தகவல்களின் துணை கொண்டு அம்பலப் படுத்தியுள்ளது டைம்ஸ் ஆப் இந்தியா.
இது தொடர்பான எந்தச் செய்தியும் எந்தத் தமிழ் நாளிதழிலும் எங்கள் குழுவின் கண்களில் தென்படவில்லை.
ரொக்கப் பணம் கையிருப்பு, டெபாசிட்டுகள், நகை, விவசாய நிலம், கட்டிடங்கள், வீடுகள், என்ற ஒவ்வொரு பிரிவிலும் இதே அமைச்சர் 2006ல் தேர்தலின் போது தாக்கல் செய்த தகவல்களுடன், இப்பொழுது தாக்கல் செய்துள்ள தகவல்களை ஒப்பிட்டால், 780 ம்டங்கு வளர்ச்சி தென்படுகின்றது என்று இந்தச் செய்தி குறிப்பிடுகின்றது.
சொத்துக்களின் மார்க்கெட் மதிப்பு உயர்ந்திருப்பதால், என் சொத்து அதிகரித்திருப்பது போலத் தோன்றுகின்றது. ஆனால், நான் ஒவ்வொரு ஆண்டும், உரிய வருமான வரி செலுத்தி, கணக்குகளை முறையாக அரசிடம் செலுத்தியுள்ளேன் என்று அமைச்சர், தனது அபரிமித வளர்ச்சி குறித்து கருத்து தெரிவித்துள்ளார். ஆனாலும், 2006ல் தனது மொத்த சொத்தாக ரு 1 லட்சத்திற்கு நிகரானவற்றைக் காட்டியுள்ள அமைச்சர் தற்போது ரூ 7.8 கோடிக்கு அது பெருகியிருப்பதாகக் கூறியுள்ளார்.  இப்படி சொத்துக்கள் பல்கிப் பெருகுவதை என்ன சொல்லால் இனிவரும் காலங்களில் குறிப்பிடுவார்கள்? சொத்துக் குவிப்பு என்ற சொல் எப்படி, இத்தனை பெரிய வளர்ச்சியைச் சுட்டிக் காட்டும்? புதிய் சொல்லைக் கண்டுபிடிக்கத் தான் வேண்டுமோ?

DMK minister's assets rose 780 times in 5 years

CHENNAI: In five years of DMK rule, a state minister has multiplied his assets 780 times. At least that's what the official figures show.

Tamil Nadu food minister EV Velu, contesting from Tiruvannamalai assembly segment, declared at the time of the 2006 assembly polls that his assets were worth around Rs one lakh. Apart from a 1.1-acre agricultural plot in Pinjur village worth Rs 60,000, Velu had shown cash deposits of Rs 25,000 and jewellery worth Rs 15,000 five years ago. As per his affidavit, his wife did not own any assets then.

Now, five years later, the affidavit filed by Velu on Monday shows his assets have multiplied in every form - land, buildings, jewellery and cash deposits. The 60-year-old minister and his wife are currently worth Rs 7.8 crore. He has bank deposits running into Rs 17.47 lakh, agricultural lands worth Rs 1.75 crore, buildings worth Rs 1.25 crore and a house valued at Rs 4.5 crore. In addition, his wife has jewellery that costs Rs 5.76 lakh and agricultural land worth Rs five lakh.

Asked about the astronomical rise in his fortunes and the source of income that helped him accumulate assets, Velu told TOI, "My assets have gone up primarily owing to the increase in their market value. The new EC guidelines which seek more information is another reason for my showing more assets. My accounts are audited regularly and I am an income tax assessee (in the 2006 affidavit he claimed that he was not an assessee) for the past 10 years. My main source of income is from agriculture. I can only say that my auditor prepared the asset details."

The Election Commission of India has made it mandatory for all candidates contesting polls to declare their assets as well as those of their spouses, children and other dependents. State labour minister T M Anbarasan, contesting from Pallavaram assembly segment, has also seen a considerable appreciation in wealth during the five years in the state cabinet. His listed assets have increased in value from Rs 91.49 lakh in 2006 to Rs 4.95 crore in 2011. They include those owned by his wife. One of the additions is a Mitsubishi Pajero, valued at Rs 22.9 lakh. He has also bought two buildings worth Rs 25 lakh at Kundrathur in 2008 while his cash deposits have gone up from Rs 10,866 to Rs 20.6 lakh.

முதல் முறையாக எம்பி ஆகத் தேர்ந்தெடுக்கப் பட்டதால், தனக்கு இது பற்றித் தெரியாது என்று அழகிரி தனது விளக்கத்தில் குறிப்பிட்டிருந்தார். இந்த விளக்கத்தை ஏற்பதற்கில்லை என்று தேர்தல் ஆணைய்ம் தெரிவித்துள்ளது. தேர்தல் நன்னடத்தை விதிமுறைகள் குறித்து ஊடகங்கள் வாயிலாக விரிவாக விளக்கப் பட்டுள்ளது. தெரியாது என்று சொல்லித் தப்பிக்க முடியாது. முதல் முறை என்பதால், "கொஞ்சம் விட்டுப் பிடிக்கிறோம்", எனற எச்சரிக்கையுடன், கட்டணத்தை மட்டும் கட்டுமாறு சொல்லிவிட்டது இந்தியத் தேர்தல் ஆணையம்.

EC asks Alagiri to reimburse expenses to government
J. Balaji NEW DELHI: The Election Commission (EC) has directed Union Chemicals and Fertilizers Minister M.K. Alagiri to reimburse the expenditure incurred on any government facilities such as airfare from Delhi to Chennai and back, road transport, boarding and lodging facilities he availed himself during his visit to Chennai and Madurai early this month. It has cautioned him to be careful in future and not violate the model code of conduct.
The EC found his reply to the show cause notice sent to him earlier “not satisfactory” in as much that the letter of the (Chemical and Fertilizers Minister's Secretary) to the Commission on March 3 was a post-facto intimation and did not mention that the visit of Mr. Alagiri to Chennai was of such urgency that it could not be avoided in public interest.
‘We took lenient view'
But the EC considered the written submission made by Mr. Alagiri that as a first-time MP, he was not aware of all the nitty-gritty of the procedures and that such lapses would not happen in future. Hence it decided to take a lenient view in the matter.
The EC issued notice to the Minister for violating the code by visiting Madurai on March 4 and “indulging in political activities” after going to Chennai on an official visit to review the functioning of the CIPET on March 3.
Alagiri's reply
The Minister, in his reply, claimed that his department could not give prior intimation of his visit to Chennai because of the fact that March 2 was a holiday (Shivratri) and, therefore, a letter was issued on 3rd of March, 2011 stating that the visit was purely official and could not be avoided in public interest. His visit to Madurai was due to “unexpected personal political exigencies” and was not a pre-scheduled one. He said it was not brought to his notice by his office that the Model Code of Conduct had come into immediate effect.
Unacceptable: EC
For this, Commission said this could not be accepted as “this fact [of model code in force] was clearly mentioned in the press note issued by the EC on March 1 and which was also published and reported in the press and in the news broadcasts made by various TV channels.”

NEW DELHI: The Election Commission on Saturday directed Union chemicals and fertilisers minister M K Alagiri to reimburse the expenditure incurred on his recent visit to poll-bound Tamil Nadu in violation of the model code of conduct.

Cautioning the senior DMK leader to be "more careful" in future, the EC said in its order that the expenditure on airfare from New Delhi to Chennai and back, road transport, board and lodging availed by him during his visits to Chennai and Madurai be reimbursed to the government.

The EC said the minister himself admitted that he combined his official visit to Chennai with a personal visit to Madurai for political activities, which amounted to violation of the code.

"The commission has nevertheless taken into consideration the submission made by him that as a first-time MP, he was not aware of all the nitty-gritty of the procedure and that such lapses would not happen in future," it said and added that the commission decided to take a "lenient view" in the matter.

The commission said it was not satisfied with his reply that his visit to Madurai was due to "unexpected personal political exigencies" and was not pre-scheduled one, and also that his office did not bring to his notice that the model code had come into immediate effect.

The EC had issued a show cause notice to Alagiri for violating the model code by clubbing his official visit to Chennai but indulged in political activities in his home district Madurai.
